Private Child Caring (PCC) and Private Child Placing (PCP) Homes
PCC and PCP billing personnel need to be invited by the DCBS Billing Specialist. If you are the billing personnel for your PCC/PCP and have not been granted access, please email TWISTPayments@ky.gov about getting access to the KY TWIST Payments Portal, Remittance Statements module. The email should include your name, PCC/PCP Parent Agency, email address that your KOG account is tied to, and your phone number in case the billing specialist needs to get further information. If you already have access, click here to log in. If you are a PCC/PCP Foster Home or Independent Living location, you will not be able to access your remittance statements here. You will need to contact your PCC/PCP directly if you have questions about payments or remittance statements.

DCBS Foster, Adoptive, Relative, and Fictive Kin Homes
If you are currently a DCBS Foster, Adoptive, Relative or Fictive Kin resource in TWIST, please follow these instructions to sign up to receive your Remittance Statements electronically. You will need to set up a citizen account on the Kentucky Online Gateway (KOG) and complete Identity Verification to link your KOG account to the KY TWIST Payments Portal. Once this is completed, you will be able to review and print your remittance statements for the current and previous tax year. If you have multiple resource accounts (Foster, Adoption, Relative, Fictive Kin, etc.) for which you currently get paper statements, you will be able to link all these to your KOG account for viewing statements. Please click here to log in or request the TWIST Payments Portal – Remittance Statements module. You will have to log into KOG with an existing Citizen account or create a new account when prompted and follow the KOG instructions.

All Other Payment Resources
If you are NOT PCC/PCP personnel or a DCBS Foster, Adoptive, Relative or Fictive Kin resource in TWIST, you will need to be invited by a DCBS Billing Specialist. Please email TWISTPayments@ky.gov about getting access to the KY TWIST Payments Portal, Remittance Statements module. The email should include your name, email address that your KOG account is tied to, the name of the Resource you need, and your phone number in case the billing specialist needs to get further information. Once you are invited, you will have to log into KOG with an existing Citizen account or create a new account when prompted and follow the KOG instructions. Please make sure to use the same email address for your invitation that you use to set up/log into your KOG Citizen account. Once this is completed, you will be able to review and print your remittance statements for the current and previous tax year. If you already have access, click here to log in.
